Oregon customers can purchase hemp-derived THC drinks that comply with Oregon law. To be sold to Oregon consumers, a hemp-derived adult-use beverage must not exceed 2 mg of total delta-9 THC per serving or 20 mg per container (with a 10% testing tolerance permitted under OAR 845-026-0410), must not contain artificially derived cannabinoids unless specifically allowed by OLCC, must pass compliance testing, and must meet Oregon’s labeling requirements. Beginning January 1, 2026, hemp products sold to Oregon consumers must also be registered in the OLCC Hemp Registry under House Bill 4121, with active OLCC enforcement of the registry requirement beginning June 1, 2026.

THC drinks derived from hemp are legal in Oregon if they meet both federal and state requirements. Hemp beverages for adult use must not contain more than 2 mg of total delta-9 THC per serving or 20 mg per container, must not contain artificially derived cannabinoids (such as synthetically converted delta-8 or delta-9 THC), and must pass compliance testing. Federal hemp law is also changing: Section 781 of P.L. 119-37, signed into law on November 12, 2025, narrows the federal definition of hemp and restricts most intoxicating hemp products beginning November 12, 2026. ATLRx monitors these changes and adjusts its catalog for Oregon accordingly.

ATLRx works with licensed Oregon retailers interested in carrying compliant hemp-derived THC beverages. For retailers to stock these products in Oregon, each retail location must hold an ODA Hemp Vendor Site License under OAR 603-048-0175 ($100/year per site). Beginning January 1, 2026, the products themselves must also be registered in the OLCC Hemp Registry under House Bill 4121 and bear OLCC-compliant labeling — including either the ASTM International Intoxicating Cannabis Product Symbol (D8441) or OLCC’s Blue Hemp Symbol, depending on product type, along with a publicly accessible URL for the certificate of analysis.
