AB 45 Changed the Law, and AB 8 Changed It Again

Assembly Bill 8, signed in October 2025 with Phase 1 effective January 1, 2026, went further — it bans smokable hemp, requires 99%+ extract purity, and moves hemp-THC products into the licensed cannabis market.
